DEMAND UN CENSURE US PREEMPTIVE WAR DOCTRINE

Don't let the United Nations reward the Bush Administration's "pre-emptive war" doctrine with a Security Council resolution authorizing a blank-check bailout in occupied-Iraq. Demand that any new Iraq resolution include language CENSURING (rebuking) the Bush Administration for violating the UN charter.

Before the war, the Bush Administration attacked and ridiculed the UN and branded it as irrelevant. Now the administration wants the UN to bailout its war and occupation of Iraq with a resolution authorizing other countries to send troops and money to clean up the chaos the Bush Administration unleashed with their unprovoked conquest. Why do they so desperately want to replace American troops in occupied-Iraq with foreign troops? Some suggest they need to free-up US troops in time for another "pre-emptive" war, just prior to next year's presidential election. These commentators advise us not to dismiss this suggestion too easily given what we know now about this administration.

The Bush Administration's unprovoked conquest of Iraq blatantly violated the United Nation's charter and prematurely halted the work and progress of UN weapons inspectors -- work that the Bush Administration demanded they do!

The UN charter states quite clearly in Article II, Section IV:  "All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations."

It is time for people everywhere to stand up for international legitimacy and the integrity of the United Nations charter, by demanding that any new UN Security Council resolution on occupied-Iraq include a CENSURE of the United States and Britain for violating the UN charter and circumventing the will of the international community (as was the case when Saddam Hussein  invaded Kuwait in 1990). It is time we elevated the debate over "pre-emptive war" vs. international legitimacy to the global forum of the United Nations' Security Council.

We must pressure the UN to stand up for the integrity of its own charter. We must also provide the support the members of the Security Council need to oppose the Bush Administration's "pre-emptive war" doctrine.

TALKING POINTS
1. If the United Nations is to have any credibility, respect and impact in the world, it cannot roll over and bail out the Bush Administration's Iraq debacle without first reaffirming the legitimacy of the UN’s charter.
2. Any new Security Council resolution on Iraq must also include language censuring the governments of the United States and Britain for violating Article II, Section IV of the UN charter -- a charter ratified by both the US and Britain -- and for invading Iraq without the explicit authorization of the U.N. Security Council (of which they are members).
3. The censure language must also rebuke the Bush Administration and Britain for interfering with UNMOVIC’s (UN Monitoring, Verification and Inspection Commission) mission in Iraq with their unilateral and unprovoked invasion.
4. Judging from their deliberate misrepresentation of the alleged "imminent threat" Iraq posed to the world, the governments of the US and Britain cannot be trusted, for they may launch another unprovoked conquest against Iran, N. Korea or Syria based on the Bush Administration's "pre-emptive war" doctrine and manipulated intelligence.
5. A Security Council resolution authorizing the replacement of US troops in occupied-Iraq with a multi-national force, without a reaffirmation of the UN's prohibition against unprovoked aggression, would only reward the Bush Administration and encourage it launch more "pre-emptive" wars, as US forces are freed-up to invade other countries in time for election season in the United States next year.
